The Big Ten is lobbing bombs at the Pac-12, saying that their officials blew the end of the Wisconsin/Arizona State game.
Maybe, but you know who blew it worse? Wisconsin.
Whether or not Stave's knee hit the ground is irrelevant, because it wouldn't have stopped the clock. By taking the knee, the refs have to assess whether or not that was a fumble, spot the ball, etc. etc. etc. They put themselves in that position.
Could the refs have flagged Arizona State for delay of game? Maybe. But if it wasn't clear to the refs, how could it have been clear to the players?
Point the finger all you want, Wisconsin and Big Ten, but you can't run from your own dumb mistake.
